Call for Applications: Expert Consultant – Research, Policy and Budget Analysis Capacity Development

The Jesuit Centre for Theological Reflection (JCTR), in partnership with People in Need (PIN), invites qualified and experienced consultants to apply for the position of Expert Consultant – Research, Policy and Budget Analysis Capacity Development under the Local Empowerment and Development – Civil Society (CSO LEADs) Project.


Funded by the European Commission, the CSO LEADs Project seeks to strengthen the resilience, effectiveness, and sustainability of Civil Society Organisations (CSOs) and CSO Networks across Zambia by enhancing their capacity to engage in evidence-based advocacy, policy development, and social accountability.


About the Assignment

The selected consultant will support 30 CSOs and 10 CSO Networks through a comprehensive capacity development programme focused on:

  • Applied research methodologies
  • Policy and legislative analysis
  • Public budget analysis, tracking, and expenditure monitoring
  • Evidence generation and communication for advocacy


The assignment will combine:

  • Structured training sessions
  • Individual mentorship and coaching
  • On-the-job technical support
  • Facilitated study visits and peer learning exchanges


Who Should Apply?

Applicants should possess:

  • At least a Bachelor’s degree in Development Studies, Economics, Public Policy, Social Sciences, or related field
  • Minimum 5 years’ experience in research, policy analysis, and/or public budget analysis
  • Proven experience in capacity development, training, mentorship, and coaching of CSOs
  • Strong analytical, facilitation, and report-writing skills
