JCTR and People in Need Zambia Call for Consultancy to Produce Multimedia Campaigns Under the EU-Funded CSO LEADs Project

The Jesuit Centre for Theological Reflection (JCTR), in partnership with People in Need Zambia (PIN), is inviting qualified media consultants to apply for a consultancy opportunity to produce multimedia campaigns under the Civil Society Organisation Leadership, Empowerment, Accountability and Development (CSO LEADs) Project.

The CSO LEADs Project is funded by the European Union and implemented by People in Need Zambia in partnership with JCTR. The 36-month initiative aims to strengthen governance and sustainable development in Zambia by building empowered, resilient, and effective civil society organisations (CSOs). Currently being implemented across 14 districts in five provinces, the project works with 39 diverse CSOs and CSO networks, with a particular focus on organisations representing women, youth, and marginalised groups.

As the project enters its second year of implementation, PIN and JCTR seek to engage experienced media consultants to document and showcase the transformative impact of civil society action across Zambia. Through compelling visual storytelling, the multimedia campaigns will highlight how strengthened CSOs are contributing to improved governance, citizen participation, accountability, and sustainable development at community and national levels.

Showcasing the Impact of Civil Society

The consultancy seeks to produce high-quality visual content that captures the impact of organisational strengthening interventions provided under the EU-funded CSO LEADs Project. The campaigns will demonstrate how participating CSOs and CSO networks have enhanced their institutional capacity and expanded their contribution to governance and development processes.

The visual content will also amplify the voices and experiences of beneficiaries, CSO representatives, government stakeholders, and community members whose lives and communities have been positively impacted through project-supported initiatives.

Scope of the Assignment

The selected consultant(s) will undertake a comprehensive production process that includes planning, filming, editing, and finalisation of documentary content.

During the pre-production phase, the consultant(s) will review project documentation, develop concepts and storylines, prepare interview guides, and coordinate logistics with project teams and participating CSOs.

The production phase will involve field visits to selected project locations (Mansa, Nkeyema, Chongwe, Solwezi and Lusaka) to document organisational strengthening processes, governance interventions, community-level impact, and personal stories of change from beneficiaries and stakeholders.

In the post-production phase, the consultant(s) will edit and package the content into engaging documentary products, integrating voiceovers, subtitles, graphics, and branding aligned with project requirements. Draft outputs will be reviewed by PIN, JCTR, and relevant stakeholders before final approval.

Expected Deliverables

The successful consultant(s) will provide:

  • An inception report detailing the methodology, concepts, and work plan.
  • Scripts and storyboards for all documentary outputs.
  • Well-organised and labelled raw footage.
  • Edited draft documentaries for review and validation.
  • Final approved documentary products in both high-resolution and web-ready formats suitable for broadcast, social media, and dissemination events.

Required Qualifications

Applicants should possess:

  • Proven experience in documentary production and media campaign development.
  • A strong portfolio in development communication, governance, or NGO-related storytelling.
  • Demonstrated experience capturing community-level impact and human-interest stories.
